Graduate c3-vendor runCommand, quoteShellArgs, installPackages and installWrangler to @cloudflare/cli

This PR moves runCommand,quoteShellArgs, installPackages and installWrangler to @cloudflare/cli so that they can be reused from there by C3 and Wrangler autoconfig.
