[CI] delay between official releases of go and availability of Docker Hub image will break Canary

Description

Docker hub golang images are not immediately available when a new golang version is released.

Since we detect version using https://go.dev/dl/?mode=json&include=all, canary testing may fail because the corresponding docker hub image is not to be found.

Please assign this to me.
I will provide a fix today.
