Any concerns about any of these software bumps affecting stability for 4.13?

Possibly, yes. But we've already done this bump in main without issue.

These are the versions that are actually shipping in 4.13, so let's update CI infrastructure to match. This stabilizes Ignition spec 3.4.0,
fcosspec 1.5.0, andopenshiftspec 4.13.0.Backports #3387 and #3409.
