Customer Impact
HTTP/3 GET requests will unexpected write logs that the request body has not been read. Fixed by this change.
Testing
Unit and functional tests.
Risk
Low. Only changes QUIC usage in Kestrel. The only user of this API is HTTP/3 which is in preview in .NET 6.
