It is difficult to determine whether TieredPGO and ReadyToRun are enabled

Description

The Microsoft-Windows-DotNETRuntime/TieredCompilation/Settings event includes whether QuickJit and QuickJitForLoops are enabled, but not whether TieredPGO and ReadyToRun are enabled. This makes it difficult to determine if those settings are in effect or not.

Reproduction Steps

Run a .NET program with TieredPGO/ReadyToRun enabled and capture the Microsoft-Windows-DotNETRuntime/TieredCompilation/Settings event.

Expected behavior

Microsoft-Windows-DotNETRuntime/TieredCompilation/Settings includes TieredPGO and ReadyToRun.

Actual behavior

Microsoft-Windows-DotNETRuntime/TieredCompilation/Settings does not include TieredPGO or ReadyToRun.

TieredPGO should be added to the event. Probably would make sense to add ReadyToRun to the event also, as although it is separate from tiered compilation, it is somewhat relevant affects how tiered compilation operates.
