Root cause chain:

The xUnit v3 revert (PR Revert xUnit v3 migration and OTel telemetry changes #53788, merged Apr 10 to sdk main) needs to flow into the VMR
Forward flow PR [main] Source code updates from dotnet/sdk dotnet#6161 (sdk → VMR) has been failing with NU1202: NuGet.Protocol 7.7.0-rc.65534 not compatible with netstandard2.0 in source-build
Until dotnet test - Output test results #6161 passes CI and merges, no new VMR build can be produced, so this backflow PR can't receive updated content

The test template .csproj files under test_templates/ are template engine test fixtures (raw template content), not real projects to build. The glob **\*.Tests.csproj in test/UnitTests.proj was matching MyTestProject.Tests.csproj inside test_templates/, causing: - NETSDK1138: net7.0 is out of support - NU1008: PackageReference Version conflicts with Central Package Management Fix: Add test_templates exclusions to UnitTests.proj globs, matching how TestAssets is already excluded. CI Failure Analysis — Build 1397429

After merging #54050 (RunFileTests EntryPointFilePath fix) and #54067 (.gitignore snapshot fix) into this branch, there are still 5 distinct test failures across CI. All appear to be real issues caused by the updated dependencies this codeflow PR brings in — none are transient/infrastructure.

1. `RunFileTests_CscOnlyAndApi.CscVsMSBuild` (test.cs, noext, Program.cs)

The EntryPointFilePath fix from #54050 IS present and working — both CSC-only and MSBuild outputs now include it. However, the runtimeconfig.json configProperties still differ because the updated runtime brought new/changed feature switches that the CSC-only template doesn't reflect yet. The test output says: "if this is expected, run test 'CscArguments' locally to re-generate the template."

Action: @jjonescz — regenerate the CSC-only template by running the CscArguments test locally with the updated SDK.

2. `DotnetNewCompleteTests.CanDoTabCompletion` (macOS)

Verify snapshot mismatch — tab completion output doesn't match the approved baseline.

Action: @dotnet/templating-engine-maintainers — investigate whether snapshot baselines need updating for changes brought in by this codeflow.

3. `PackageTests.SanityTest_NET_Build_ContainersDependencies`

Expects 7 package references but gets 6 — Microsoft.Extensions.Logging.Abstractions appears to be missing.

Action: @dotnet/sdk-container-builds-maintainers — investigate whether a Containers dependency was dropped or renamed in the updated packages.

4. `ILLink_shows_single_warning_for_packagereferences_only`

ILLinker IL2026 warning appearing for PackageReference.PackageReferenceLib when it shouldn't be. ILLinker behavior changed in the updated runtime.

Action: @dotnet/illink — investigate whether this is an intentional ILLinker change that requires a test update, or a regression.

5. `MissingShebangInFileBasedProgramTests.ShebangNotAtPositionZero_WarningAsync` (new)

Test expects diagnostic CS1040 but gets CS9378. The updated Roslyn in this codeflow changed the diagnostic code for this scenario.

Action: @jjonescz — update test expectation from CS1040 to CS9378 (or confirm the new diagnostic code is intentional).

Summary

All 5 failures stem from behavioral changes in the updated runtime/SDK/Roslyn brought by this codeflow PR. None will be fixed by retrying. Each needs a targeted code fix or test update.

The failure appears to be caused by invalid MSBuild conditions in Microsoft.NET.CrossGen.targets.

Item lists are used directly in condition comparisons (e.g. @(PublishReadyToRunPartialAssemblies) == ''), which is not supported and results in MSB4099 during publish.

This revert (#54135) should address the issue once merged.
