Update docs to clarify outbound_federation_restricted_to can also be used with the Secure Border Gateway (SBG)

Spawning from internal discussion around integrating Synapse Pro for small hosts in the Element Server Suite (ESS) stack and wanting it be compatible with the SBG.

We know that the SBG works with monolith Synapse because that's what we have configured with the Complement tests in the SBG repo.
