[web] Fix handling of ClipOp.none

[ferhatb]

clipBehaviour parameter to scenebuilder apis was not handled correctly for ClipOp.none.
This PR makes sure localClipBounds is set to null for persisted surfaces and removes wrong asserts at API boundary to enable testing.
