group_byhas been replaced bychunk_byto clarify that this method only collects consecutive elements withthe same key.
To improve on this, this PR uses
GroupingMap, which offers more efficientfolding operations such as
min_by_keydirectly. This implements the desiredoutcome of collecing the shortest quota for each unique
