Set systems test account as service account owner #1156

@jgeewax we have a couple of system tests failing regarding Pub/Sub IAM permissions. (related: googleapis/google-cloud-ruby#569). I fixed the error locally by just setting my service account as an owner of my project. Can you do the same for whichever service account our system tests are using?
