Review and Refine existing Admin Login Screen UI

Overview

The admin login screens were redesigned in Jan 2023 and have not been updated to to match the existing UI. Therefore, these admin login screens must be reviewed and revised to match the existing UI / styleguide.

Action Items

• Review screens
• Remove "Close" button at the end of login screen flow, as this functionality is not possible
• Update UI
• Add annotations explaining changes
• Once complete, message PM to review and PM will update Fix the Login Page Styling Using Material-UI #1318 with new screens / specs, and move to prioritized backlog.

@juliagab56 I believe the next step is to add annotations of the updates to these screens, then we can copy over these screens to #1318, which will be released from the Icebox once all of the MUI changes have been made #1611)
