[BUG]: the release workflows don't work properly

🐛 Describe the bug

The PR #2602 has updated the version to v0.2.1. However, some workflows failed after the PR is merged. The problematic workflows are:

1. draft release post: failed with error
2. docker build: successful but the notification message is wrong
3. release to pypi: failed due to workflow yaml file error
