Adding posts from the Victoria chapter & tidying up things a little bit

This pull request includes:

• The result of scrapping of the posts from the Victoria chapter from web.archive.org, converted to Markdown and tidied up a bit
• Created _posts/Vancouver and _posts/Victoria folders - moved all existing post files to _posts/Vancouver and am putting the new ones at _posts/Victoria
• One of the existing post files (from the Vancouver chapter) had some whitespaces and misformatting in its file name, fixed it
• Created the victoria folder and victoria/index.html
