FWIW @abonander, 0.34.0 updates the MSRV which causes the CI check for min rust version to fail. |

Is this a breaking change?
Yes, although not an API breaking change. If a project uses multiple versions of libsqlite3-sys it cannot compile. I'm making this PR in particular because the outdated version currently used is incompatible with the one used in another project I was using
