Without this setting, it's easy to lose fidelity when round-tripping data.

This is the other part of the issue discussed in #196. #197 ensured that precision is maintained when submitting parameters; this ensures that we maintain it (unless the user opts out by overriding the
extra_float_digitsoption); this makes sure that precision is preserved when getting data out of Postgres.
