flag parse, application can be started using some basic command line arguments:
log - specify amount of output log (text messages)
conf - path to a configuration file
configuration file,
function to load and parse configuration file
log module,
when log level is to hight application will panic

a simple comment on loading error for file configuration. Please look at this commit bd53733 when we catch an error on configuration file loading process, this error need to be treated as a fatal error. |

the update to the utils packages has not been merged yet, so maponet/utils#3 should go in first.
