String to Decimal Converter testing runs all the files

When running the tests for string to decimal converter for the added scientific notation support, I noticed that it was running tests for evert csv file in sample data. I would have expected it to just give me a yes or no for each of the tests described in tests/unit/test_string_to_decimal_converter.cpp

This was the command I ran:

.venv/bin/ctest --test-dir build/Debug --output-on-failure test_string_to_decimal_converter.cpp

The README command is not right.

Use this command instead:

.venv/bin/ctest --test-dir build/Debug --output-on-failure -R test_string_to_decimal_converter

Could you please also update the README.md with the fix?
