Reverts #2620
The commit above seems to leave out the lib folder when publishing packages which prevents clients from accessing types when downloading new package versions. Since this is blocking clients from using new package versions, I'm reverting this for now until we can apply these changes w/o the lib folder being excluded from the published packages.
