Description of changes
Manually bump packages that have been updated since #2620, since those packages got published without the lib folder included. #2718 aims to fix that issue for future publishes but we need to republish anything that go published in between then.
Verification
No real changes were made. I just added a space to the beginning of the description field in the package.json for the packages that needed to be bumped (minus the win32 tester package since it didn't have a description field so I edited the README file) and undid the changes.
