Until scipy/scipy#19713 and scipy/scipy#19605 are resolved, we can't test NumPy 2.0 on Windows. But in theory we should still be able to use the nightly wheels for other packages that were compiled against NumPy 2.0. Rolling back to NumPy < 2.0.0.dev0 means we can reenable h5py, too, which is nice while we wait for h5py/h5py#2355.
