Backport of #2210 to the 17.06 branch.

since if it's not updated when getting a cert signed by an external CA,
no intermediates are appended.

Similarly to #2213, the process is that if these can be cherry-picked cleanly into 17.06, we're just going to merge the master PRs and cherry-pick and push to the 17.06 branch. I'll just close this PR and label #2210 as cherry-pick.
