[Feature] URL Loader - preserveTransformations, Util - pollForProcessing

preserveTransformations was moved to URL Loader: cloudinary-community/cloudinary-util#184

pollForProcessingImage was moved to Util cloudinary-community/cloudinary-util#187

This should allow us to remove this code from the frameworks

Ex: cloudinary-community/next-cloudinary#504
