--ns for filtering by namespace --nsre for filtering by a namespace regular expression
Sooner or later you just know someone's going to put 1000+ annotations on a single object. Since the underlying BlitzGateway listAnnotations() method already returns a generator we might as well continue to use it instead of loading all annotations into memory at once.
If the bulk-annotations CSV file is for a screen and contains a plate (name) column but we are annotating a plate, then only process rows in the CSV with a matching plate (name).
Output row numbers, don't dump entire column (otherwise number of lines of output is proportional to |rows|^2)
