Improve Series Parsing, Python & Fix Backend Bugs

This release improves reading back iterations that overflow the specified zero-pattern.
ADIOS1, ADIOS2 and HDF5 backend stability and performance were improved.
Python bindings got additional wheel platform support and various smaller issues were fixed.

I would like to at least backport still these since they affect users:

• Fix Zero Pattern Issue #1253
• Fixes for opening an iteration #1239: requires first Pass-through flushing parameters #1226; BP: Backport: fix-open-iteration ax3l/openPMD-api#5
• Don't safeguard empty strings while reading #1223 (Runtime error trying open SMILEI HDF5  #1238)
