This resolves #100. Noting that in future if openactive/open-booking-api#239 is adopted, this could be replaced with https://github.com/ikyriak/IdempotentAPI.
Note this PR intentionally does not introduce any breaking changes for existing users of OpenActive.Server.NET, and such users can add idempotency support at their leisure.
