#12205 updated .github/workflows/Dockerfile.bazel.

For this PR, I followed my own instructions here:

codex/.github/workflows/Dockerfile.bazel

Lines 6 to 7 in 60c2b7b

# docker buildx create --use
# docker buildx build --platform linux/amd64,linux/arm64 -f .github/workflows/Dockerfile.bazel -t mbolin491/codex-bazel:latest --push .

And this PR updates rbe.bzl to use the new hashes that resulted.
