Across the various OCI projects, we have inconsistency in the copyright headers. Some files are missing headers, and it's not clear which files need a copyright/licensing header (e.g. whether they are needed for the markdown specifications or the GitHub actions yaml). Where we do have the headers, some copyright assignments go to "Linux Foundation", others to "OCI Contributors", and we recently added "Contributors to the Open Containers Distribution Specification". When projects were donated to OCI, the original copyright owner is listed, but no new copyright was added for OCI contributions.
