Add a unique public-private key pair for development mode

development mode currently uses the same signing key pair as staging, which makes it difficult for developers in this repo and the FormSG repo to onboard, since they need the staging secret key. It would make more sense to have a separate key pair for development which can be shared freely, just like for test.
