cincinnati.json was originally chosen, but that was determined to be
unhelpful for people unfamiliar with OpenShift updates. Dropping the
json file extension also makes it easier for the consumer of the
payloads (Cluster Version Operator) to avoid accidentally interpreting
this as a Kubernetes manifest.
