`cincinnati.json` was originally chosen, but that was determined to be unhelpful for people unfamiliar with OpenShift updates. Dropping the `json` file extension also makes it easier for the consumer of the payloads (Cluster Version Operator) to avoid accidentally interpreting this as a Kubernetes manifest.
