Depends on #4211 and #4232

This PR migrates all dashboard related extensions to use the React hook introduced in #3383.

It also ensures that data derived from useExtensions calls is memoized via React.useMemo hook.

Rebased on top of #3443.

@spadgett @benjaminapetersen This updates all dashboard extensions to use the new hook.
