MCO-1921: Pass the IS to the controller pod

For disconnected and dual-streams the controller will require to have the Release Image ImageStream at hand to gather the docker-registry and CoreOS tags.

Copy the ImageStream CR from the bootstrap node to the MCC bootstrap manifests directory.
