Additional information:
Something went astray that removed NetObserv 1.9 rel notes from OCP 4.14, causing the update to fail on 4.14. This PR restores NetObserv 1.9 rel notes to 4.14, complete with the link fix for the 1.9 advisory.
All 1.9 rel notes reviewer comments (from all the previous cp's as well as the original original PR) are being addressed by https://issues.redhat.com/browse/OSDOCS-15160
