when we're not running tests Note: i don't think the existing LoadConfig will panic anymore if no test is running, so we probably don't actually need this. I think the current version of LoadConfig() will just leave the user agent empty if no test is running.

See previous CARRY commit. Should be able to convert these to pure LoadConfig() calls, i don't think it will panic anymore.
use, this commit needs examination, i have many questions about how this is intended to work and why we listed some of the images we listed here.
