We plan to add back speculation through the proposal in https://docs.google.com/document/d/1hS0n6vp-hBxy4Xo-q9QA_elofzQtOubjfN4nSeIgp90/edit. We will also add it in remote caching mode through #11390.
Here, we remove the current implementation to reduce complexity.
