Adds support for silences with multiple sets of matchers that get OR'd together. Everything is backwards and forwards compatible with existing clients up to the point that a silence with multiple matchers is added to alertmanager (and even this is handled as gracefully as possible).
No new API is added, so it's not possible to create these silences yet. That will come as part of API v3. This work is a per-requisite for that.
