Release 0.711 planning

We want to do a bugfix release with two fixes:

• Fix MYPYC_BLACKLIST on Windows #7032 (Fix MYPYC_BLACKLIST on Windows)
• Revert "Define functools.partial as overloaded function instead of its own class" typeshed#3077 (Revert "Define functools.partial as overloaded function instead of its own class")

I think doing the release on Monday is fine. Plus it will give me time to get mypyc-ified mypy tested via appveyor.
