eshop-aws actions should be updated to work with 0.41

0.41 installs dapr helm chart by default (ref: radius-project/radius#8032).

Dapr has specific instructions for setting up EKS. We must update our eks creation step in actions following the link below so that the samples pass: https://docs.dapr.io/operations/hosting/kubernetes/cluster/setup-eks/#add-dapr-requirements-for-sidecar-access-and-default-storage-class
