This work is towards upload conda and wheel build artifacts to Github Artifact Store simultaneously alongside downloads.rapids.ai, as outlined in https://github.com/rapidsai/build-infra/issues/237.
For wheel builds, currently some additional inputs are needed along with a specified build location to upload to Github Artifact Store, so these inputs are set as optional and the uploads are conditional until all the changes are made in the RAPIDS repositories.
