This avoids a compiler regression in 12.9 that affects cudf.

CI is failing on cuDF when compiling with 12.9 (rapidsai/cudf#18721). We have decided to build with 12.8 for the 25.06 release and test with 12.9. |

All library PRs are merged, so this can be merged to 25.06 and we can start rolling back branch migrations. |

Builds on top of #268, as we are following the Python 3.13 migration with the CUDA 12.9.0 migration.
