Fix icon loading in Base Icons scanner

Fixes the logic error in RZM_OT_LoadBaseIcons where it skipped loading correctly parsed standard 9xxx_... icons if their IDs weren't initially found in the existing library IDs, thus failing to ever reach the load (try/except) block for them.
