PEGR communication with NGS preprocessing scripts

PEGR checks every 15 min

If:

There are new Runs in the queue AND

Last run pegr_run_info.txt on the server which is removed AND

New run folder has been created AND

New run folder has RunCompletionStatus.xml 

Then:

Creates the folder pegr_config and pegr-run-info.txt file AND 
Changes the status of Run in PEGR website from queue to analyzing.

Note: pegr_run_info.txt will be removed by NGS pre-processing script.
