docker: images

Adapt the GitHub actions, to create 4 docker images.

1. docker image with invenio-override[marc21] - This would be MUG docker image
2. docker image with invenio-override[oer] - just for testing
3. docker image with only invenio-override -without OER and Publications - just for testing
4. docker image without installing invenio-override - base template from invenioRDM and functionality

each of these will have its own Dockerfile, and related invenio.cfg file.
