Starting element out of range error when analyzing quote conventions

We're seeing this error on Serval QA when certain projects have their quote conventions analyzed; error is thrown at `QuotationMarkStringMatch.QuotationMark`:
```
Specified argument was out of the range of valid values. (Parameter 'startingTextElement')
```

This issue will not affect machine.py since this is a C#-only problem.
