Add filtering functionality

Problem Statement

Would be good to have the option to specify filters to eg simvue run list. My use case is for mass deleting runs which belong to a folder, but am sure there would be other uses.

Solution

simvue run list has a --filters option, where you can provide a filter string which matches those provided on the UI
