Billing details for vsi and hardware

add
`slcli hw billing <hwid>`
`slcli vs billing <hwid>`

Command should print out all the relevant billing items / charges for the id. 

Some things to think about including:
- Sum total (or maybe just Year to date) of how much the resource has cost. Summing up all past invoice entries or something?
- Last month total cost
