Upgrade framework build to Tomcat 9.0 and Undertow 2.0 [SPR-16470]

Tomcat 9 is considered stable as of 9.0.4. Let's upgrade to it for Spring Framework 5.1.

Undertow 2.0 works fine with our master branch, so we don't expect explicit steps for compatibility with it. Nevertheless, let's use this ticket for upgrading our build.

Undertow 2.0 is final now; no compatibility issue with Spring Framework 5.0.4 so far. We'll upgrade the build to Undertow 2.0 along with Tomcat 9.0 for Spring Framework 5.1.
