upgrade related workflows as a result of helm chart changes

The work of adding the webhook to the helm chart is almost complete ( refer to #319 ), but as @freeznet said, we need to focus on the ci task flow associated with this change:

• Update the ci workflow of the function-mesh repo (no need)
• Update the ci workflow of the function-mesh-worker-service repo (no need)
• Update the release workflow

The above action items will be tracked through this issue. If there is anything missing, please let me know.
