This adds a separate CMake invocation to build Foundation macros for each toolchain host. Additionally, it updates the Foundation build to build using the Foundation macros build for the local host so that when cross-compiling for a separate host the macro library builds for the destination host but Foundation uses the local host's macro library for building itself.

I've confirmed in the build logs that libFoundationMacros.so is successfully loaded as part of the FoundationEssentials build and it is also correctly installed into the produced toolchain
