[TASK] Convert the genesis claims sets into proper vesting/balance formats

Overview

With the addition of the claims pallet we need to also supply all the genesis distribution accounts as configuration parameters to the claims genesis spec. The accounts should go in with the vesting schedule outlined in our launch plans (24 months w/ 1 month cliff).

We will want roughly 5% of tokens available upon claiming and the rest vested at this schedule for all accounts. We need to add that logic in to the chainspec for the mainnet chain.
