Add markdown tabs

• adds cml.dev's markdown tab functionality to dvc.org
• converted to draft until example tabs are removed

Looks like a good port! We'll probably want to extract this into its own package eventually, though of course that wouldn't be quite as plug-and-play as the description would make that seem.
